A movie I don't remember the title of.

This is a karate movie with all white cast from late 70s or early 80s. There are a lot of fights in the movie. The plot is really stupid, something about some island with some baddie and his karate army. The baddie off course wants to take over the world, original hmmmh, and forces a scientist to make something, don't know what? The baddie's army has a peculiar greeting to their master, hands crossed over their heads or something. In order to storm the island the hero needs help from some other martial artists and goes around to find them. Finally I also think there was a brawl in some restaurant. I really hope somebody can identify this movie. While it is trashy the fights are good as I remember.
