What's the deal with Chow Siu Loi?

This guy, you might recognise from a bunch of flicks, here seen in garb for 5 Element Ninja:

Reason I ask is, film "Triumph By Two Kung Fu Arts" (incidentally, thought this film was good, yo; despite typical ill sentiment seems felt towards this one) proudly bills the above fella in its opening credit screen as:
Master of Cheng Lung and seven lucks:
CHOU HSIAO LAI
Cheng Lung of course Jackie; seven lucks/seven little fortunes.

So what did Chow do then? Was he a big bod at the Peking Opera school alongside Yu Jim Yuen or something?
