Anyone know who plays 'Kam Chun'?

He's the brother of the White Lotus leader who is poisoned and trains 'Sam' to be his replacement.

Almost certainly a Mainlander.

Also if anyone knows the actor and actress who play the young Emperor and Empress Dowager respectively that would be cool.

I am not sure but i like the 3 of the flixs I have always like the bad guy don't remember his name right now, but he always plays a good bad guy who seems to always use tigers claws.
