Okay, I can only remember one scene so here goes nothing:

A customer unwilling to pay for a meal is confronted by the daughter who says something like "You won't pay? I'll make you pay!" She uses her skilz to take his money by force. It takes place in the kitchen of the bakery/restaurant, I think. Also present is the girl's father and the guy that will later become the hero, with flour on his face.

It's probably Chinese and the version I saw was English dubbed (probably on kung-fu theater television). It's likely from 1978-83 period.
